PLANNING FOR LINDBERGH-ARMOUR

ABOUT

The City of Atlanta and MARTA have partnered to align planning recommendations for the Lindbergh-Armour District under a vision and set of goals for growth and development that focuses on access to jobs, housing, transit, amenities, and nature while acknowledging the area’s past and present.

The project work will be reorganized to occur in two distinct stages, Stage I and Stage II. Stage I will prioritize the conceptual analysis of two transit-oriented development (TOD) sites, with final illustrative concepts and recommendations adopted by the end of 2023. In Stage II, the focus will shift towards advancing concepts related to placemaking, public space, mobility, land use, and overall urban design. These concepts will be incorporated into an urban design framework document carried out and developed from early to mid- 2024. This process will involve close coordination with MARTA, Atlanta BeltLine Inc., and other relevant City departments.

VISION

MARTA and OOD envision the Lindbergh-Armour District as a walkable, transit-oriented community that seamlessly integrates accessible transportation, dense and diverse housing options, employment opportunities, natural features, and vibrant public spaces. Positioned to become a model for communities across Atlanta, the Lindbergh-Armour District is poised to emerge as an inclusive, affordable place to live, work, and play, where all people are welcome.

CITY DESIGN CORE VALUES

All Office of Design initiatives incorporate at least one of the Atlanta City Design core values.

GOALS

  • Enhance mobility within the district for all modes of transportation, train, bus, bicycle, or on sidewalks and trails

  • Improve the interconnections between infrastructure for cars, buses, trains, pedestrians, and bicycles

  • Provide district-wide trail and sidewalk connections

  • Improve utilization of right-of-way to accommodate all modes of transportation safely

Public Life and Community

  • Enable the community to have a voice in strengthening the district’s identity

  • Improve and develop accessible public spaces

Capacity for Growth and Resiliency

  • Realize the district’s full growth potential by aligning transit and density and preventing displacement

  • Maintain and increase affordable commercial and housing options

  • Focus on opportunities for redevelopment that prioritizes affordability and high-quality urban design

PROJECT FOCUS AREAS

MARTA Security Annex Site Concept Plan

The MARTA Security Annex Site is a key focus area within the Planning for Lindbergh-Armour project, aiming to transform the vacant MARTA Security Annex building and surrounding area into a vibrant and transit-oriented development. Located near the Lindbergh Center Transit Station and future multi-modal trails, the site presents a strategic opportunity for redevelopment as a mixed-use TOD. The project will involve developing a Conceptual Plan and Recommendations for the site, identifying opportunities to enhance access to transportation options and housing affordability. The topography of the site poses a challenge for connectivity, and the project will explore optimal approaches to improve street connectivity and integration with the broader Lindbergh district.

MARTA Lindbergh Center Bus-Loop Concept Plan

The MARTA Lindbergh Center Bus-Loop Concept Plan is another significant focus area within the Planning for Lindbergh-Armour project, aiming to enhance the design and functionality of the Lindbergh Center Transit Station’s bus loop. As a transportation hub connecting multiple bus routes, including the upcoming Clifton Corridor High-Capacity Transit initiative, the bus loop plays a crucial role in the district’s accessibility. The project will conduct a site analysis, evaluate feasibility and costs, and develop conceptual design options to improve the interface between infrastructure for cars, buses, trains, pedestrians, and bicycles.

Urban Design Framework

The “Urban Design Framework” is a critical component of the Planning for Lindbergh-Armour project, addressing the physical design and built environment of the Lindbergh-Armour district. This comprehensive framework will encompass various aspects, including streetscapes, public spaces, natural amenities, and the overall distinctive character and identity of the district. The primary focus is on promoting a pedestrian-friendly environment and encouraging active engagement with mixed-use attractions, public spaces, multi-modal trails, and natural features.
