PLANNING FOR LINDBERGH-ARMOUR
ABOUT
Rooted in the core values of Atlanta City Design, the Planning for Lindbergh-Armour (PLA) initiative is a collaborative planning effort led by the Department of City Planning (DCP) in partnership with MARTA. This initiative seeks to enhance urban design, connectivity, and public space cohesion within the core of the Lindbergh-Armour District, an area northeast of Downtown Atlanta centered around the Lindbergh-Center MARTA Station that is rapidly evolving.
The project’s primary Focus Area is the ¼-mile radius surrounding the Lindbergh-Center MARTA Station. The project will be structured as a phased planning initiative with two key components: the development of conceptual plans for two MARTA-owned sites adjacent to the Lindbergh-Center MARTA Station and the creation of an Urban Design Framework (UDF) for the ¼-mile core of the Lindbergh-Armour District. The project will also consider connections to adjacent “Areas of Interest”—notable commercial nodes or natural features within the District but beyond the immediate core.
The concept plans for the two MARTA-owned sites will explore opportunities for transit-oriented design and enhanced multimodal connectivity, particularly around the Lindbergh-Center MARTA Station. The UDF aims to leverage the district’s convergence of transit options and multi-modal trails, and offer recommendations for enhanced connectivity, access, placemaking opportunities, and overall urban design within the district’s core.
The planning process will involve close coordination with the Lindbergh-Armour community, MARTA, Atlanta BeltLine Inc., and other relevant City departments.
VISION
MARTA and the Department of City Planning envision the Lindbergh-Armour District as a model community in Atlanta that is connected, walkable, and seamlessly integrates transportation and housing options, natural features, and vibrant public spaces. The Lindbergh-Armour District is poised to become a more connected and welcoming and inclusive place to live, work, and visit in Atlanta.

PROJECT PLANNING ELEMENTS
MARTA Security Annex Site Concept Plan
The MARTA Security Annex Site is a key component of the Planning for Lindbergh-Armour project. This element aims to transform the vacant MARTA Security Annex building and surrounding area into a vibrant and transit-oriented community. Located near the Lindbergh- Center Transit Station and future high-capacity transit and multi-modal trails, the site presents a strategic opportunity for redevelopment. The project will involve developing a Conceptual Plan and Recommendations for the site that will identify opportunities to enhance access to transportation options and housing. While the topography of the site poses a challenge for connectivity, the project team will explore optimal approaches to improve street connectivity and integration with the broader core of the Lindbergh-Armour district.
MARTA Lindbergh Center South Bus-Loop Concept Plan
The MARTA Lindbergh Center South Bus-Loop Concept Plan is another significant component within the Planning for Lindbergh-Armour project. This element aims to enhance the design and functionality of the Lindbergh-Center Station’s southern bus loop. As a transportation hub connecting multiple bus routes, including the possibility of the Clifton Corridor High-Capacity Transit initiative, the south bus loop plays a crucial role in the Lindbergh-Armour District’s accessibility and connectivity. During the planning process, the project team will develop conceptual design options to improve the interface between infrastructure for cars, buses, trains, pedestrians, and bicycles at this key site.
Urban Design Framework
The “Urban Design Framework” is a critical component of the Planning for Lindbergh-Armour project. The UDF will address the physical design and built environment of the ¼-mile core of the Lindbergh-Armour District. This comprehensive framework will encompass various aspects of urban design, including streetscapes, public spaces, natural amenities, and the overall distinctive character and identity of the area. The UDF’s primary focus is on enhancing connectivity from the core to the rest of the Lindbergh-Armour district. The UDF will also explore opportunities to foster a pedestrian-friendly environment and encourage active engagement with the area’s mixed-use attractions, public spaces, multi-modal trails, and natural features.
